Mandatory Test Reports for Flashlights Exported to the US

The United States stands as one of the world’s largest consumer markets for portable lighting products, covering diverse scenarios including outdoor exploration, industrial maintenance, law enforcement, and daily household use. Driven by advances in LED and lithium battery technology, demand for high-performance, multi-functional flashlights continues to grow steadily.


However, market opportunities come with strict market access thresholds. In recent years, US Customs and major e-commerce platforms have intensified safety inspections for imported goods. Compliance has become an indispensable prerequisite for selling products within the US market.

01 Required Testing for Flashlights Exported to the US

Compliance requirements for exported flashlights fall into four core dimensions: performance standards, safety certifications, electromagnetic compatibility, and transportation safety.

(1) Performance Standard: ANSI/PLATO FL 1

ANSI/PLATO FL 1:2019 is the fundamental performance standard for portable lighting products, jointly developed by the Portable Lighting Alliance (PLATO) and the American National Standards Institute (ANSI). It standardizes test methods, report formats and marking specifications for directional portable light sources such as flashlights, headlamps and weapon lights.This standard establishes unified testing and labeling rules for key performance metrics: luminous flux (lumens), beam distance (meters), peak beam intensity (candela), runtime, impact resistance, and ingress protection against water and dust.Compliance Risk Reminder: Falsely advertised performance parameters such as lumen output may trigger lawsuits related to trademark infringement and unfair competition. Manufacturers are advised to commission accredited laboratories to conduct actual testing in accordance with ANSI/PLATO FL 1 and issue formal reports to validate advertised specifications.

(2) Safety Certification: UL Standards

Core UL safety standards applicable to flashlights:
  • UL 1576: Applies to most battery-powered flashlights, headlamps and other portable lighting devices, covering electrical safety, thermal performance, mechanical strength, battery system requirements, enclosure flame resistance and other critical criteria.

  • UL 153: Covers cord-connected portable luminaires, such as plug-in desk lamps and work lights.

  • UL 2054 / UL 2595: Special safety standards for lithium battery systems. Detachable lithium batteries must satisfy corresponding requirements.

(3) Electromagnetic Compatibility: FCC Certification

All electrical and electronic products sold in the US are required to obtain FCC electromagnetic compatibility compliance:
  • Flashlights without wireless functions: FCC SDoC (Supplier’s Declaration of Conformity)

  • Products equipped with Bluetooth, Wi-Fi or other wireless modules: FCC ID certification

(4) Transportation Safety Compliance

For flashlights containing lithium batteries, the following documents are mandatory for export shipment:
  • UN38.3 Test Report: Mandatory document proving lithium battery transportation safety

  • MSDS/SDS (Material Safety Data Sheet / Safety Data Sheet)

  • Dangerous Goods Packaging Certificate & Transport Identification Report: Verification that packaging meets hazardous goods transportation requirements


02 Procedures for Obtaining Test Reports

  1. Consultation & Product ClassificationSubmit product photos and specifications to the testing laboratory to confirm applicable standards. For flashlights integrated with laser functions, additional FDA radiation compliance requirements apply.

  2. Application Form Completion & Contract SigningConfirm testing scheme and service fees.

  3. Sample Submission & TestingGenerally 1–2 complete product samples plus technical documentation (circuit diagrams, BOM lists, user manuals, etc.) are required.

  4. Report IssuanceCNAS/CMA accredited test reports will be issued once all tests pass.

  5. Document Upload & Platform FilingSupport document submission for compliance audits on platforms such as Amazon.

Testing Cycle

ANSI/PLATO FL 1 performance testing (including luminous flux, beam distance, peak beam intensity, runtime, impact resistance, IP rating and other items):

Cost Explanation

Testing fees depend primarily on product functional complexity. Basic flashlight models carry lower performance testing costs. Products with built-in power bank functions or multi-mode lighting require additional test items, leading to higher charges. Final quotations are assessed based on detailed product specifications.
