Laser FDA Certification Requirements and Application Process Explained

I. What is Laser FDA Certification?

Laser FDA certification refers to the quality and safety inspection requirements established by the U.S. Food and Drug Administration (FDA) for laser radiation products. When products are exported to the U.S. market, relevant test documentation must be submitted for review. Upon approval, the FDA retains the records and issues a registration number – rather than a certification certificate.

II. Why is Laser FDA Certification Required?

Such products include, but are not limited to: laser medical devices, laser beauty devices, consumer laser products, laser toys, industrial laser processing equipment, laser stage equipment, and laser measurement and detection instruments.


III. What Are the Requirements for Laser FDA Certification?

The requirements for laser FDA certification vary depending on the stage of certification. Typically, laser FDA certification includes three phases: laser FDA testing, laser FDA registration, and laser FDA spot checks. The requirements differ at each stage.

During the testing phase, the primary requirement is to conduct laser safety classification testing. The main test standards are FDA 21 CFR 1040.10 or the international standard IEC 60825‑1.

The FDA provides clear and specific testing requirements. For example, laser products entering the U.S. must meet FDA radiation emission requirements. In addition to ensuring that the design and structure of laser products meet eye safety requirements, manufacturers must also maintain good manufacturing practices to ensure that mass‑produced products consistently meet requirements. The FDA requires manufacturers to submit an initial product report and annual reports through a combination of product type testing and quality control system requirements. The test standard may be 21 CFR 1040.10 or IEC 60825‑1 + Notice 56 differences.

After completing laser FDA testing, the process moves to the registration phase, where a series of requirements must also be met. According to FDA requirements, we must submit complete and compliant laser FDA registration documentation, undergo review by the FDA, and upon approval, obtain our laser FDA registration number.

Therefore, in the registration phase, the key tasks are organising and collecting registration documentation, submitting it, and undergoing review.

After completing testing and registration, products can be legally sold in the U.S. market. However, FDA regulation of laser products is ongoing. During the sales process, products may still face FDA spot checks – which are quite common for laser products compared to other categories. 1. The endpoint of laser FDA certification is not the registration itself, but the ongoing FDA spot checks. After completing certification, products remain subject to ongoing FDA surveillance and inspections.

2. Laser FDA certification is not simply a direct registration process. The core requirements include both testing and registration – products must be tested first, then registered with the FDA.

3. Laser FDA certification is not permanent. After completion, ongoing maintenance of the registration number is required.

4. During the certification process, different testing standards have different requirements. If testing is conducted using IEC 60825‑1, the FDA Laser Notice No. 56 differences must be coordinated.
