Key points of EU energy efficiency ERP certification for monitors

1、 Regulatory Framework and Core Basis

The energy efficiency compliance of monitor exports to the EU operates in parallel based on two regulatory systems:

Ecological Design Directive: The ERP Directive (2009/125/EC) requires products to comply with energy efficiency and environmental standards during 

the design phase, with specific implementation regulations being (EU) 2019/2021 (Ecological Design Requirements).

Energy Labeling Regulation: (EU) 2017/1369 requires products to be labeled with a unified energy label and registered in the official database. The 

specific implementation regulation is (EU) 2019/2013 (Energy Labeling Requirements).

The old version of the test report is no longer recognized, and from March 1, 2021, all newly launched monitors in the EU market must comply with the 

new regulations.


2、 Scope of application defined

The regulation applies to electronic display screens sold in the EU market with a rated power of 1W or more and a visible screen area of 70 square 

centimeters or more. Covering computer monitors, televisions, digital signage, advertising screens, etc. Special size displays such as those under 9 

inches may be excluded.


3、 Energy Efficiency Grades and Calculation Methods

The new energy efficiency label has returned to the seven level intuitive system of A (highest) to G (lowest), replacing the old scale of A+++to D. Due 

to the significant increase in standards, the vast majority of display products on the market can only reach E, F, or G levels, with A level representing 

the most advanced technological level.

The energy efficiency level is determined by the Energy Efficiency Index (EEI), and the calculation formula is:

EEI = P ÷ (A × F)

Among them, P is the measured power consumption in the startup mode (watts); A is the visible area of the screen (square decimeters); F is the resolution 

correction factor (HD=1.0, FHD=1.25, UHD=1.5, 8K and above=2.0).


4、 Key technical indicator requirements

Standby and shutdown power consumption: The power consumption in shutdown mode and standby mode should generally not exceed 0.5W. If there is 

a display screen function (such as LED clock), the standby power consumption limit may be relaxed to 0.8W, depending on the details of the function.

Automatic standby function: The monitor must automatically switch to standby or networked standby mode after a preset time (usually 4 hours of inactivity).

Automatic Brightness Control (ABC): It is mandatory by regulations to test the effectiveness of the ABC function. Products that have this function and meet 

the testing conditions can receive up to 15% power consumption reduction in EEI calculations.

Peak brightness and resolution: The test requires recording parameters such as peak brightness and panel resolution as input conditions for energy efficiency 

calculation.


5、 Testing standards and projects

The core testing for monitor ERP certification is carried out in accordance with the following coordinated standards:

Power consumption testing for standby and shutdown: Measure the power consumption for shutdown, standby, and network standby according to 

EN 50564 or IEC 62301.

Power consumption test during startup operation: According to IEC 62087-3, test the average power consumption in dynamic video mode to calculate 

the Energy Efficiency Index (EEI).

Functional effectiveness testing: Verify whether the automatic brightness control (ABC) function meets the regulatory exemption conditions.


6、 EPREL database mandatory registration

All energy-efficient products must be registered in the European Product Registry for Energy Labeling, which is the only legal registration method. 

After successful registration, the system will generate a unique registration number and QR code, which must be printed on the physical energy 

efficiency label.

Registration subject requirements: Non EU manufacturers must designate an EU authorized representative (EU representative) to complete EPREL 

registration operations on their behalf, and cannot register directly on their own.

Database dual architecture: public end for consumers to scan codes and query product energy efficiency information; The compliance end provides 

market regulatory agencies with access to complete technical documents, test reports, and other materials for future 

reference.


7、 Certification process

To complete the ERP certification and EPREL registration of the monitor, the following steps are usually followed:

Evaluation and Pre testing: Confirm that the product falls within the regulatory scope, and predict whether the EEI meets the standards based on 

standards such as IEC 62087-3.

Sample submission: Send the sample to a laboratory with CNAS/ISO 17025 qualifications for formal testing to obtain an authoritative energy efficiency 

testing report.

Prepare Technical Documentation (TDF): Prepare product specifications, circuit diagrams, explosion diagrams, energy efficiency calculation instructions, 

and Declaration of Conformity (DoC), which must be kept for at least 10 years for future reference.

EPREL account registration: Create supplier profiles in the EPREL system through an authorized representative of the European Union, and complete 

legal entity verification using qualified electronic signatures.

Online filling and submission: Enter product model and technical parameters, upload test reports and technical documents.

Generate labels and launch: After approval, obtain a registration number, print a new version of A-G energy efficiency label with QR code, attach it to 

the product body or packaging in a prominent position, and declare it together with CE system requirements such as LVD, EMC, RoHS, etc.


8、 Required Core Information

To apply for ERP certification and EPREL registration, the following documents need to be prepared: product specification sheet (including detailed 

technical parameters and power consumption), circuit diagram and structural diagram/explosion diagram, energy efficiency test report issued by a 

recognized laboratory, product physical photos (including nameplates), declaration of conformity (DoC), manufacturer information, and EU authorized 

representative authorization document.


9、 Cycle and compliance risks

For products with complete documentation and passing a single sample test, the complete certification cycle is usually 2 to 3 weeks. Laboratory testing 

takes about 5 to 7 working days, while EPREL registration and review take about 7 to 10 working days.

Products that have not completed EPREL registration will be considered non compliant and may face consequences such as customs detention, market 

delisting, fines, or even sales bans. Mainstream e-commerce platforms such as Amazon and TEMU have mandated the upload of ERP energy efficiency 

registration numbers and label images, and unregistered products will be directly taken down.


10、 Relationship with CE certification

ERP energy efficiency certification is not an independent certificate, but a mandatory component under the CE marking framework. The monitor entering 

the European Union must meet the requirements of LVD (Low Voltage Directive, Safety), EMC (Electromagnetic Compatibility Directive), and ERP (Energy 

Efficiency and Environmental Protection) simultaneously, which together form a complete CE compliance system and are indispensable.
