1、 Standard Basic Information
GB 44703-2024 "General Requirements for Optical Radiation Safety" was jointly released by the State Administration for Market Regulation and the
National Standardization Administration on September 29, 2024, and officially implemented on October 1, 2026. This standard is the first top-level
mandatory national standard in the field of optical radiation safety in China, applicable to laser products in the wavelength range of 180 nm to 1 mm.
2、 Risk grading detection
The standard has established a dual track risk classification system of "professional classification+general classification".
The professional classification is determined according to GB/T 7247.1 (Safety of Laser Products), and the specific safety category of laser products
(Class 1, Class 1C, Class 1M, Class 2, Class 2M, Class 3R, Class 3B, Class 4) is determined by measuring the achievable emission limit (AEL).
The general grading is aimed at public understanding, with four levels from low to high:
Exemption level: No risk of injury, corresponding to Class 1 laser products
Low risk level: Short term scanning is safe, while prolonged direct gaze poses a risk of injury, corresponding to laser 1C/1M/2/2M/3R products
Medium risk level: Staring can cause eye or skin damage, corresponding to Class 3B laser products
High risk level: Direct irradiation or diffuse reflection may cause injury, corresponding to Class 4 laser products
3、 Measurement of achievable emission limit (AEL)
Laser products need to measure their achievable emission level and compare it with the AEL limit specified in the standard to determine the professional
safety category of the product. The measurement parameters include:
Laser radiation power or energy
wavelength
Beam divergence angle
Pulse width (for pulsed lasers)
Radiation energy instability
Measurement must be conducted under the evaluation conditions specified in the standard, using testing equipment that meets the accuracy requirements.
4、 Safety sign detection
The product must have both a universal identification and a professional identification, both of which are indispensable.
The universal logo adopts a four-color arrow design (green/yellow/orange/red), with arrows pointing to the actual risk level, making it easy for ordinary
people to visually identify.
Professional identification includes graphic signs such as warning signs, prohibition signs, instruction signs, and risk statement text.
Special requirement: Laser products of 3R class and above must have a "laser window" symbol added to the output window. The identification content
should include information such as risk level, wavelength, maximum output power, etc.
5、 Engineering protection requirements testing
According to GB/T 7247.1, the engineering protection measures for laser products shall be tested, including:
Integrity and safety of protective cover
Barrier and safety interlock function
Remote interlocking connector
Key controller
Laser radiation emission warning device
Beam terminator or attenuator
Scan security devices
Special safety protection for Class 1C laser products
6、 Product safety control testing
Check whether the safety control measures of the luminescent product itself meet the standard requirements, including:
Is the product structure design effective in preventing unauthorized exposure to laser radiation
Safety and reliability of control devices
The safety of optical observers
Power limiting circuit function
7、 Work process safety control detection
Testing the safety control of light radiation during the operation of laser products, including:
Does the user manual include instructions on risk level, hazard distance, and protective measures
Whether to establish a safety record for optical radiation
Are necessary protective equipment equipped
Does the maintenance of Class 3B and above products require the use of specialized tools
Is it necessary to conduct a security assessment again after maintenance
8、 Required documents for testing
Enterprises applying for testing need to prepare the following documents:
Application form for testing, copy of business license
Product manual, product appearance photos
Circuit diagram, PCB layout diagram
Laser Module Specification (including wavelength labeling)
Schematic diagram of optical path and list of key components
Electronic document of product safety label
The submitted sample must be completely consistent with the mass-produced version. If the optical path structure or laser module is changed after
testing, the original report will be invalidated.
9、 Detection cycle
The regular testing cycle is 7-10 working days; If the initial test fails, rectification and retesting are required, with an additional 3-5 working days.
