Monitor exports to the EU face an unavoidable hard threshold: ErP energy efficiency compliance. Since 1 March 2021, the EU Ecodesign Regulation for electronic displays (EU) 2019/2021 and the accompanying Energy Labelling Regulation (EU) 2019/2013 have formally replaced the old television regulations, bringing computer monitors, digital signage displays, and televisions under a unified new energy efficiency regulatory framework. For monitor manufacturers and exporters, understanding the testing requirements, documentation checklist, timeline arrangements, and label registration rules is the prerequisite for ensuring smooth entry into the EU market.
EU ErP energy efficiency compliance for monitors is built on two regulations: (EU) 2019/2021 (ecodesign requirements) and (EU) 2019/2013 (energy labelling requirements). The former specifies energy efficiency index limits, off/standby power limits, and material efficiency requirements; the latter defines the format and content of the energy label and the obligation to register in the EPREL product database.
It is important to note that in 2023, the EU published a new standby power regulation (EU) 2023/826, which became mandatory on 9 May 2025, further tightening the power consumption limits for off, standby, and networked standby modes. Monitor products must simultaneously meet the energy efficiency requirements of (EU) 2019/2021 and the standby power requirements of (EU) 2023/826.
In terms of scope, not all monitors are regulated. Monitors with a screen area not exceeding 100 cm², projectors, all‑in‑one video conferencing systems, medical monitors, and VR headsets are outside the scope of control.
EU ErP energy efficiency testing for monitors mainly revolves around the following dimensions:
Energy Efficiency Index (EEI) is the most core indicator. Testing requires measuring power consumption in on‑mode, and calculating the EEI value in combination with screen area and correction factors. This value must not exceed the limit specified in the regulation. This indicator directly determines whether the product can be sold in the EU market and the class indicated on the energy label.
Off, standby, and networked standby power consumption are equally critical. Monitors have clear upper limits for power consumption in off mode, standby mode, and networked standby mode, differentiated according to whether the product has HiNA (network connection) functionality. If the product has additional features such as status displays or touch activation, the power limits must be calculated with additional allowances.
Peak white luminance testing ensures that the monitor’s brightness under normal configuration meets the minimum requirements, which relates to the product‘s usability in actual usage scenarios and the reasonableness of its energy efficiency performance.
Automatic power management function verification is another mandatory test item. Monitors must be able to automatically switch to a low‑power mode after more than 10 seconds of no signal from the input source, while television products must automatically enter standby within 4 hours of the last interaction and display a warning 20 seconds in advance.
To apply for EU ErP energy efficiency testing for monitors, the following documentation is typically required:
Product technical documentation including circuit schematics, BOM list, English user manual, and product specifications, used by the laboratory to understand the product‘s structure and functional characteristics. Samples: generally one complete unit of the same model plus adapter is sufficient, ensuring the sample is consistent with mass production. Application form and label design must be prepared in advance, with the label design complying with the format requirements of Annex III of (EU) 2019/2013. In addition, non‑EU companies must provide EU Authorised Representative (EU Rep) information, which is a necessary condition for subsequent EPREL registration.
The ErP energy efficiency testing itself typically takes 5 to 10 working days, depending on laboratory scheduling and product complexity. If the product requires corrective actions, the timeline will be extended accordingly.
After passing the tests, the process moves to the EPREL database registration stage, which itself takes approximately 1 to 2 working days. However, if calculating the entire process from sample dispatch, testing, report issuance to completed registration, the overall cycle is generally 2 to 4 weeks. With complete documentation and a first‑time pass, some laboratories can achieve faster turnaround.
The content and format of the monitor energy label are strictly specified by (EU) 2019/2013 and must include the following elements: energy class scale (A to G), supplier name or trademark, product model, QR code (linking to the EPREL database), energy class designation and power consumption per 1000 hours in SDR and HDR modes, visible screen diagonal size and resolution, and the label regulation number.
Suppliers must enter the product information sheet and technical documentation into the EPREL product database – this is a mandatory obligation, not an optional one. For non‑EU manufacturers, EPREL registration must be completed through an EU Authorised Representative. After registration, the label can be printed on packaging or affixed to the product. If the monitor remains switched on when displayed at the point of sale, an electronic label may also replace the printed label.
